Emblems of Valor can only be obtained through 25 man raids.

  2. Naxxramas - 16 Emblems
  3. The Obsidian Sanctum - 4 Emblems
  4. Malygos drops 2 of these inside of Alexstraza's Gift which spawns after you defeat her
