He's inside Exodar in the Vault of Lights (32, 54). Exodar is a pretty dead city, so you shouldn't have too much interference from Alliance. It's best to fight him where he stands. He will spawn a lot of adds along with his 4 guards. He has 5 abilities:

  1. Holy Blast
  2. Holy Nova
  3. Holy Smite
  4. Prayer of Healing
  5. Staff Strike
